Interesting discussions on ‘money for climate change’ has started to take place amongst delegates as the first week of Bonn talks come to an end.

A strong injection of enthusiasm on climate finance is crucial for negotiations leading to Cancun. Here is what the government delegates have to say to whether ‘finance is a dealmaker for the climate agreement’:

Farrukh Iqbal Khan, former chairman of the UN Adaptation Fund Board and lead negotiator for Parkistan said, “Definitely climate finance is a dealmaker. If there is a deal on finance then many things will move.

Any climate regime can not be constructed solely on -you do this and I do that – it has to be a wheel greased with finance.”

Leif K. Ervik, Director General of Norwegian Ministry of Finance said, “Clearly there is no deal without a deal on finance. This issue has to be solved one way or the other.”

While the Indian head of delegation said, “climate finance can be a deal maker or a deal breaker.”

WWF believes that adequate financing for costs of mitigation and adaption is key to progress towards an ambitious global agreement. In Copenhagen, developed countries committed to delivering $30 billion in fast-start funding by 2012 and $100 billion per year from a variety of sources by 2020, making a breakthrough in this long-standing negotiations item possible. The meeting in Bonn has started to address the negotiating ‘text’ on finance and we hope that next week there is more progress on this.
